Eugene B. Kogan to Lecture at Quinnipiac

The Pi Sigma Alpha Lecture will be given by Mr. Eugene B. Kogan, Senior Political Analyst at Americans for Informed Democracy in New Haven. He is a frequent commentator on foreign policy issues in radio and print media. He is the author of the recent monograph “The War Congress: Shouldering the Responsibilities of a U.S. Global Role.” Mr. Kogan recently earned a Master’s degree in international relations from the London School of Economics and Political Science, and earned his B.A. from Connecticut College. He and his parents immigrated to this country from Russia.
Mr. Kogan’s lecture will be “Congress, War Powers and the Two Gulf Wars.” He will focus on Congress’ constitutional power to declare war, and how it relates to the conduct of the “Global War on Terror.” He plans to conclude his talk by discussing the role of Congress in passing bills requiring withdrawal of forces from Iraq, and how Congressional war powers may apply to future wars with such potential foes as Iran.
Students attending the banquet are invited to think of questions for Mr. Kogan. There will be time for questions and discussion at the end of his presentation.
